If you have the Perfect Pass using your current speedo, simply bypass the 12 volts from the speedo and keep the 12v wire going to your paddle wheel to allow the Perfect Pass to keep working. This speedo is GPS so you cannot power the paddle wheel from it. You must power the wheel with a separate 12v wire.
